Not entirely true.  The Board will take silence as silence.

There have been plenty of proposals put forth for comment by the BOD,
that were declined, because they received a small smattering of negative
comment, but no positive comment.

Therefore, if you agree with the wording of these statements, or have
neutral comments about them, then I recommend that you still contact the
BOD at comments at sca.org and let them know your feelings.
