[MR] Smoking at events (Was: Nekkid Newcomers)

*Section 10.1.2* of Kingdom Law refers to smoking at events. It doesn't
completely ban smoking at events, but it does set guidelines for where it is
and ought not be permitted. Autocrats and seneschals should be aware of the
regulation and courteously enforce it when necessary as we would any site
rule or restriction set by the local jurisdiction. (The page of the
