However, how do we let teens be teens as well???

Again these jobs and activities will take care of those teens that wouldn't be the ones causing trouble in the first place.  Of course that means that those kids also wouldn't be tempted to join in with the wrong element as well.

You are absolutely correct in that give a person (child or adult) a job to do and take pride in doing with a "prize" at the end of it all would be more insentive to them to join in and be a part of the SCA rather than simply being a group of kids their parent MADE attend, however, there are a percentage of kids that are just that, forced participents, how do we address them?  How can we keep their hands busy without duct tape?
