Clarification:  We can keep a secret (on a presentation) from the Royals, as
long as it's going to be something pleasant to Them.  We don't rat out your
surprise!  <grin>  What Master Donal means is that we try _never_ to let
someone surprise them with something inappropriate or negative.

Good rule of thumb...  If the "gift" is some kind of a joke, it's probably
more appropriate for presentation while they are sitting in state or at
feast.  What you may think is way funny, may not be as funny to the Royals
or to the audience, especially if it embarrasses Them while they are sitting
in court.  That's why it's always a good idea to run those types of
presentations through the court herald or someone with more court
experience, like a former King/Queen.

When in doubt, check with the court herald!  (And be willing to tell them
what the gift is, because some gifts are _never_ appropriate for court,
regardless of who they come from...  If you won't tell me what it is, no way
are you going on the court docket.  Ask me privately some time if you're
curious; I've got stories.)  The court herald should be able to help you
find the right time to present it!
