[MR] A&S Competitions

This sort of issue re: competitions seems to come up
every few months.  I wonder if it could be remedied by
those who have suggestions for judges judging the next
few competitions to give a break to the small group of
people who sometimes spend an entire event reading
other people's documentation.  *shrug*
