[MR] Proposal for reducing the backlog of scrolls with help from Barons/esses and Heralds

The scribes list is discussing various ways to prevent and clear scroll
backlogs.  I sent a suggestion of a specific strategy to the list, and it
also occurred to me that there is a way that local Barons/esses and Heralds
could help with this.

One aspect that often leads to the backlog is that the recipient of an award
is missing a registered name and/or heraldry. What might help here is to set
up a system where each group reviews their participants once a quarter and
looks for anyone who has been active for six months or more and get them
started choosing a persona, name, and heraldry and getting it through the
registration process.

Anyone have thoughts about ways to boost the percentage of members with
registered names and heraldry?
