[MR] Scrolls, devices, and below the salt folks that might have them

As someone who has a Rromany persona, I have a personal device for two 
reasons:

1. I personally just wanted one, because they come in handy in the context 
of our game.
2. I had a herald in the tribe who was very meticulous in making sure we 
registered devices. ;-)

Painted Wheel has one for the same reasons, plus the reason that I wanted a 
device to show what household affiliation we shared.

The painted wheel is a fieldless device, so we can say that it is simply our 
"mark," tranlated into a proper device by our herald friends to help us get 
by in our travels. And we could also make the argument that, as in the case 
of my personal device, it was either granted to us by some noble or another 
in our travels when we told him we were displaced and exiled nobility (an 
authentic and period bit of Rromany fast-talking) or it's simply we made up 
to better appear to be something other than what we are (again, authentic 
and period.). Forging papers in order to receive welcome instead of jail 
time or worse was a time honored Rromany practice.

So while I realize that it may be unauthentic for us to have devices at all 
(much less awards and such), it's fun to make up plausble stories to explain 
why we DO have them. :-)

As for Vikings and Jews and whatnot, you could make the argument that as 
long time guests in the European court, they were granted favors and honors 
by their appreciative hosts. After all, the C in SCA stands for Creative.
