And herein, I think it the crux of the confusion...

The CoA doesn't register heraldic "display", it registers heraldic "design". 
Yes, that design has to meet the rules for period heraldic design, however, 
we often offer a class on how to design heraldry for non-heraldic cultures 
(reckon it's time to trot that out again, huh?) to help those whose personas 
might not have had it, but want something to identify themselves or their 
property.  How you draw or use your registered armory after it passes is not 
our baliwick.

Another point is that if there is something you want to use that doesn't fit 
the rules as written, if you can come up with a sufficient number of period 
examples of that usage, we call that Regional Style and it can be registered 
to you.

We try.  No, not everybody wants registered armory, but for those who do, 
and want to match or compliment their persona, we try to find ways to 
incorporate it.
