[MR] scrolls and such

What if the powers that be (ie Clerk of the Signet) created a scroll template for various common awards that could be filled out with the information (kind of like the blank certificates you can get at Staples) that specifically states that is a promissory scroll.  It could be printed out on nice parchment paper (even in color to include the Barony's or orders device and be in a calligraphy font.    This would free up the scribes and illuminators to spend their time doing the really nice official scrolls and remove some of the back log.  It could be something that only the official herald or seneschal could access (so nobody just prints one out for themselves).  Just an idea, I do not mean to step on the creative toes out there.

Actually there's a concept called private commissions
that constitutes a private agreement between a scribe
and a recipient which does not include the Clerk
except to notify them that the responsibility for the
scroll is taken care of.

Quality is a relative term and promissories generate
different feelings across all people.  Since
promissories are a meant to be a temporary place
holder until a hand done illuminated scroll can be
produced, how much effort applied to them is decided
by the Clerk's office.  This is a subjective decision
that changes from officer to officer.
