I am not a lawyer, and I hate feeling like one, but does he have dates and times and names? I'd like to hear from the group(s) responsible for these sites at these event times as well. It might very well be us, and I am dismayed to hear such allegations, but having been on many clean-up crews in North Carolina, and working fairly closely with the Boy Scouts in assorted capacities, I'd like to know just a few more of the details.
I have seen (and reported) alcohol use at dry sites, cleaned many more cabins than I have ever occupied. I've prohibited people from coming on to sites with banned artifacts (weapons on a college campus, for example), and argued extensively about it with the offenders, and I know that 'round here, at least, we enforce the rules.
