Point Being: a culture-styled depiction doesn't to a single thing to address 
the fact that the entire milieu is incorrect for a lot of peoples for a 
majority of the period.
Though Atlantia's culture points to having registered arms, that is an 
extension of the 14th-16th century core of the Kingdom Culture.
Certainly, there are plenty of people in Atlantia that are not of the later 
periods. That does not change the (for a lack of a better term) exclusionary 
expectations that subtly frowns upon those who are not later period English 
and French.
It's "easier" to get along if a person chooses a later era for study, or is 
(again, for a lack of a better term) less serious about thier particular era 
and culture.

A few years back, I was asked to get arms registered. Being the person who 
asked was sitting Royalty, I did as I said - "I will endeavor to do that."
It was then, as it is now, against my interest to do so, but it was a 
request made by a Reigning Soverign. I did make a good faith effort to move 
toward fulfilling that request, but without fruition.

Even at the point that there is registered arms to me, I will continue to 
say that it is incorrect.
