[MR] Changes to University Schedule

Greetings from the Chancellor of University of Atlantia!

There has been a slight change and additions to the schedule to
accomodate some cross-training between the Senseschal's office and the
Exchquer's office.

Exchequer 101 has moved to the morning from 10am until noon
Emergency Exchequer for Seneshals has been added from 1:30 to 3:30
Kingdom Exchequer Office Hours have been added from 3:30 to 4:30
