To fill in a bit of history, the first three KA&SFests (1997-99) were held
in July. At the time it was determined that so many are in the pre-pennsic
crunch of just getting the basics/upgrades made for Pennsic camp, that no
one was really focused on documentation and the indoor-only arts. July was
also a good conditioning time for the army, for good or ill.
It was moved to March in 2000 since that month was free on the Kingdom
calendar, and the theory was that folks were coming out of their winter of
hibernating and working on projects and ready to display. There is also
greater Atlantia participation at Pennsic than Gulf Wars, as far as
preparing the army is concerned.
Is there a perfect time? Likely no. Should we make the time? I think so.
Regardless, at this point it is up to the soon-to-be-new KMOAS, and the
Crown as law would have to be changed in order to change the date.
