Hi there,
In addition to all of the good points raised so far:
How do we know who is allowed to watch kids and who isn't? Do we have to carry another card? Will they be listed on a website (that has to be maintained)?
How do non-member participants fit in to all of this? Will the SCA mandate that they be checked or will they be banned from volunteering at kids' activities?
What if I move to another Kingdom? (I've been in 6 already.) Will I need a new security check?
I hope the final version of this will be clearer on requirements.

Given that the plan seems to be for the investigation to simply report a pass/fail result, what exactly does a "fail" mean, and what recourse does someone have in the event of a bogus "fail" result? Any plan had best not ignore that situation.
