My brother has the same name as someone on the Maryland Sex Offender 
Registry. He is not the person on the registry, however it didn't stop a 
world of aggrivations when he was being reviewed going from Scout to 
Assistant Scout Master for BSA.

If we are not going to be as invasive as the BSA is, then we're unlikely to 
be as accurate as well. How many false positives are we willing to risk? How 
much damage are we willing to deal upon those who are innocent of these 
things along the way?

It is certainly right to do something, but this method is insufficient.
