I would flip it around: the problems aren't with the
dogs, they're with the dog owners.
I am in favour of public information. I am in favour
of guidelines for being a good dog-owner in an SCA
context. I am in favour of people cleaning up after
their pets. I am in favour of autocrats saying 'I'm
sorry, but leaving your dog unattended and crated at
the listfield is unacceptable, please stay with your
dog or take the dog home.'
I am also in favour of the non-dog-owners being
educated on how to behave around dogs, because racing
up to an unfamiliar dog (or allowing your child to do
so) is a recipe for disaster.
So let's have a public information campaign if we need
it, but let's not mistake that for a need for more
rules and paperwork. Ultimately, the problems people
have with dogs at events are people problems -- the
dog isn't the one who locked itself in the crate and
refused to drink, nor is the dog the one who makes
little Susie scream 'puppy!' and get in its face.
Sometimes it's the people who need the training first.
