My 2 cents ~

Rabies certificate should be required for liability
purposes.   If a dog bites someone or another dog,
proof of rabies vaccine is required.

As for other vaccines, many people in VA (and other
States where it is permitted) do vaccinate their own
dogs and thus have no proof of vaccination other than
the packaging.  I don't believe health certificates
are mandated by law for companion animals (for animals
crossing state lines), though it is for horses.   And
yes, vets will charge for a health certificate.

Having not read the current rules, I cannot offer an
opinion on their adequacy.  I do believe that it would
be nice for hosting groups to provide a doggie
designated area with pooper-scooper/bags to clean up
after the wee beasties for the comfort of all
concerned - people and animals. 

It would also be nice to grant hosting groups the
authority (if they don't already have it) to ask
people who bring nuisance animals to an event to leave
with or remove their animals.   By nuisance animals I
mean unsocialized dogs that bark non-stop and/or lunge
at people and other dogs.
