Exactly! Placing the responsibility firmly where it belongs (the owner) and taking the necessary actions, though painful, will largely deal with this issue. Common sense and good manners (neither of which, I realize, are necessarily all that common) should be adequate without creation of more rules and more paperwork.
However, as you indicated in the earlier portion of your text, if the autocrat won't step up to the challenge of a disruptive influence, the problem will likely not correct itself.
