If the problem is localized to one or two post offices, then the 
recipients going to their local post office may assist in resolution - 
since the problem is likely there.  If the problem is generally 
widespread, as it appears, it is most likely an issue with the 
originating post office (or its hub center) - and going to one's local 
post office will do nothing.

I agree, however, that talking to Milipitas is not likely going to help 
out - it's a postal issue and not subject to their control.  For those 
wanting the electronic version, the calendar of events is already 
online, which offsets the mail problems for those of us who are 
connected.  While the officers reports are of course of interest, 
they're less time critical, I believe.
