I can give two - one would be that the person is dedicated to playing their
historical 'persona' and in that period/culture, such a thing was not done. 

The other may be that the person is a member of a Nation that is not
present, so protocol leaves them the option of giving acknowledgement, or
not, as they personally feel is required at the moment (for example, as a
Mongol, I acknowledge those I personally respect*, or give courtesy to my
hosts. Since there are few folks of the GDH here in Atlantia, such an
exception to common Kingdom practise will be rare).

*And those who know I'm in the GDH, so are aware of our ways, and receive
such acknowledgement from me know, absolutely, that they have my personal
respect and honour - a different side to what could be 'common courtesy'
from another and adds another layer of meaning to our Game.
