ok for years I thought the speech just magically happened!

Who knew there was a protocol here???

It wasn't until I stepped up as Their Excellencies head retainer that I
learned this little morsel of information.  There needs to be a book!  Or
maybe there IS a book...is there a book???

As I was told (I'm sensing a theme here) the highest OP by date sitting
feast makes the toast.  I was never informed that Their Excellencies were in
that mix.  So what you are saying is that IN Sacred Stone Their Excellencies
should be doing the Feast toast to their Majesties?
