The same thing happened to me this past weekend Your
Grace. The local baronage (in theory the highest by
precedence in thier lands and in this case, both
bestowed peers as well) toasted the Monarchs and Thier
heirs. There was a long pause and I stepped forward
and toasted TE as well as is the custom. (Forgetting
in my post-fighting haze that there was at least one
long standing peer there before me. I didn't mean to
bone that up I just had forgot.) 

It isn't wrong to have the local baronage toast the
crown but it does seem a little weird to me. I guess
it might come from them doing feast's with mostly new
folks and there not being any peers there (or enough
peers in the room to make the toast). 

Like standing when the King and Queen stand it is a
courtesy that needs to be continiously taught for the
new folks to adopt it.
