While I do not know all of the details ... I know my own point of view 
on it (that others shared) ...

It had issues, in short:

A) Often enough, representives from certain groups would not be able to 
make it, and if they didn't make it, their group got whatever everyone 
else decided upon.

B) Given that many groups/sites are now wishing/requiring to plan 
farther in advance, some groups were coming to the planning meeting, 
with sites already in hand (signed contract/etc) anyway.  Hence the 
meeting didn't really work.

C) Groups felt the need (I know mine did), to 'grab' weekends, even if 
they weren't planning to host an event, just in CASE they needed/wanted 
to host an event.  I personally feel that this is the cause of groups 
now being in the habit of hosting so many events per year.

D) Just because there was a meeting, didn't mean that conflicts didn't 
happen, in fact, they did, and at the meeting, some group had to be 
disappointed.  More to the point, while now one group was 'shot down' 
and unable to do their event, nothing was promised or required of the 
group who did have that weekend, to do anything.
    This lead to a number of times where a group didn't host their 
event, but another group would have loved to.
    Therefore, given this, it makes more sense to make it 
first-come-first-serve.  The first group who has all their ducks in the 
row, site worked out, budget worked out and passed through their 
financial committee, etc. etc.  Gets the weekend.  It's a guarantee 
(mostly) that the event will truly happen.
