I don't believe that there was permission required by the BoD to get the 
Calontir Plates.

But, yes, if this is going to be an effort, someone(s) will need to 
volunteer to take on the effort.
Due to state laws, it may require there to be at least one contact per state 
that is trying to get the specialty plates.
Someone will have to spread the word of this idea to the rest of the 
populace.
It may be beneficial to receive official sanction of this plan and the final 
design from the reigning Royalty. This hardly constitutes a thing that 
requires the officiousness of a new Atlantian Law (because this is one of 
those non-criminal places where mundane law takes precedence according to 
Corpora), but seeking permission from the Atlantian Monarchs would be wise.
I have already contacted the person who was the head of the Calontir Plates 
for Missouri, and will happily get whomever decides to take over this task 
in contact with HL Brockman for whatever assistance and advice he may be 
able to provide.

I have neither the time nor inclination to be a part of getting these plates 
passed through the States. Nor do I think I would ever want to get one. 
Regardless, I will provide the contacts and what assistance I can in getting 
the project started.

If you truely want for this thing, you will have to work for it. So go and 
be determined.
