certainly file a claim, if that is the proper course of action, but don't start maligning the fellow's name in a public forum until he has a chance to respond, whether directly to you, or through the card company.  if you are concerned with finding out quickly if it is a mistake or a deliberate thing (so that you can warn others), contacting him directly is the fastest way to find out.

You all seem to have good opinions of the guy, so I'm definitly willing to 
entertain the idea that it was an accident.
I just thought it'd be a good idea to warn people that this had happened, 
and that it MIGHT NOT be a fluke. I thought I was doing a service to the 
Society.
I'll speak upon the topic no more, and simply let the our CC company deal 
with it.
