[MR] our disaster plan?

I would comment that most areas like Hampton Roads and
the Outer Banks already have in place extremely
detailed evacuation plans. 

In an emergency, people's best bet is to follow the
plan already in place set by their local officials,
and to heed the warnings coming down from experts and
officials. 

Atlantia has no official authority and I can think of
no reason for the Kingdom to come up with some kind of
emergency plan. It would be redundant and in general,
everyone uses un-official methods of getting in touch
with local people in the case of an emergency that
have so far, worked extremely well (i.e. during
Hurricane Isabel, TS Gaston are examples local to
myself). 

In an extreme situation like Katrina, any official or
unofficial plan has the potential to fail. Cell phone
towers came down. Land lines are simply gone so
communication isnt possible. Roads no longer exist.
There is simply no way for people to travel or to
communicate. No plan, no matter how well thought out,
can truly be prepared for that.
