[MR] Greetings, thanks, and notice: a heraldic question

Greetings:
Can someone clarify for us new and part-time heralds this point on the
rules:
I've been told that as soon as someone submits paperwork for a device, that
person can begin to use the device...whether it has passed or not.
Subsequently, if the device passes, everything is cool. If the device
doesn't pass, than the person must resubmit again, stop using the failed
device and start using the resubmitted device.
Is this correct?
