[MR] 12th Night Off/On Board Limits

Greetings Atlantia!!!

As 12th night draws nearer, reservations are pouring in by the individuals,
couples, households, and baronies.

On-board reservations are usually limited and have been published as
approximately 450.  Currently, I've received 230 paid reservations.

At the request of the autocrat, we will unfortunately also have to place a limit
on off-board attendance due to capacity of the hall.  Prepaid off-board
reservations will be given priority over those arriving to pay at the door. 
There are currently 12 reserved of 100 available off-board spots.
