You might have trouble finding shields finished to that level. Most shield  
blanks are provided without straps because the placement of strapping is highly 
 personal.
 
There are also liability issues with pre-strapped grear. That, I think, is  
why armor is almost alwways furnished without the straps that would attach it 
to  the wearer.
