I believe you're right. My grandmother has in her possession a
17th century writ from the fuerst (roughly equivalent to a
prince in the Holy Roman Empire) granting one of our ancestors
the right to settle, bring his brother to settle, and for them to
marry and bring up families in a town that otherwise wuld have
been off limits to Jews. The writ is in German, not Hebrew.
