[MR] Pre-reg only events

As former University Chancellor, my radar went off. The site mentioned sounded like it might be appropriate for University. University does not charge a site fee. We always hope most folks can make a donation of $5 to offset expenses. 

So the question is, what would site site rules say about this scenario?
