[MR] Online Payments Again

The SCA is currently the ONLY reason I still have a checkbook.  ALL of my 
other expenses are neatly done online.  If the system works in Drachenwald, 
why not here too?  We have a trusted exchequer (and/or deputy) handling 
checks and cash, whats the difference for online transactions?

Yes, I know corporate policy says no..  at least for now...  and perhaps the 
discussion here will build more steam in the works already in place and get 
a solution that much faster.  It seems obvious there are quite a few people 
wanting/supporting this evolution.

I don't think there would be a major increase in manpower/manhours 
processing online transactions.  I think in most cases the transaction 
documentation is more secure, thorough, and efficient than sending a check 
(which could get lost/misplaced/mis-recorded in a ledger, or cash which 
could get lost, stolen (not accusing -- but merely stating a potential), and 
having almost no transaction records -- save the Troll ledgers.

The benfits seem to far outweigh the negatives.

When was the online/eft study done?  If the timing was quite a while ago, 
perhaps there are measures in place now that warrant another look.  As for 
the security of deposits, transfer of money could be seen as open ended in 
Paypal, but the transaction record can be viewed by anyone with 
userid/password access.  If the concern is unauthorized access/spending then 
the Seneschal, or other officer can detect such expenses rather quickly.  
Paypal trasaction reports could be due at each business meeting, and 
maintained in the exchequer historical files.  The exchequer should be 
primarily transferring colected fees from Paypal into the group's bank 
account.  No money should be spent from the online account.  Such a 
restriction, and transaction records to back it up, shouldn't pose much 
threat or security issue.

Such a policy, which should then make pre-reg for events easier, and should 
facilitate better event planning/management.
