[MR] Promissory Scrolls?

Greetings to all and sundry,

There is a gentle whom I recently discovered received an AoA some 14
years ago, and still has but a promissory note for said award.  How
would one best go about getting an actual scroll made for said person?
 I am hoping to suprise them with a real scroll.
