[MR] Promissory Scrolls?

First thing to do is find out if their scroll is on the Kingdom Backlog, if 
its waiting for assignment, heraldry, name or anything else that might be 
holding it up.  If it isn't on the backlog there is a link to have it added 
to the backlog. Usually the older scrolls are assigned first and hopefully 
it will be taken care of as soon as possible.
