[MR] Spreading the word: Minor Medical Authorization requirements

Howdy!

I understand Morag and Olwen's concerns. However, that doesn't 
really speak to my question, which is: where was the requirement for
notarization generated? At the corporate level or in Atlantia? 

I've never had to provide such a document to the Boy Scouts on 
behalf of my sons. 

I just don't understand why the notary attestation is mandatory. I
certainly do not suggest that wanting to have the form you execute
for your children, or that you carry on behalf of someone else, be
notarized is a bad thing.
