And carrying more than one pair of scissors in your checked bags will
probably cause them to be opened and searched.  I took about a dozen
scissors down to Florida (my whole household's worth -- my father is a
scissors sharpener) and sure enough, on both ends of the flight there
was a little preprinted note in the bag saying that some bags are opened
at random blah blah blah.  And it was pretty clear that the newspaper
wrapping around each pack of scissors had been opened and rather
inexpertly taped back together.
