The result of an old SCA misunderstanding of the wording of period
scrolls.  This misreading caused some to think that there were 'levels'
of awards, and so it was decided that some awards were 'awards', some
were 'grants' and some were 'letters patent'.  Some kingdoms then went
overboard and created an award structure that had one of each type for
any given activity, with the unfortunate consequence that the levels
usually come to be viewed as a series of steps; sometimes people aren't
considered for an award they merit because either don't have the
'lower' one or haven't had it 'long enough'.

It is a powerful meme in the society, one to which Atlantia had been
resistant.  Had I known it was being considered again I might have
tried to make it to that Curia so I could have argued against it.
