This is true. As a matter of fact, other than hand protection, there is not
difference between the armor requirements for heavy fighter, combat archers,
scouts and siege engine crew at this year's Pennsic War.

As I recall, from last year, Tnek had made the statement that, although they
are not allowed in Atlantia, any Atlantian combat archer, that is also a
heavy fighter, could operate as a "heavy archer" at a war that allows them.
Tnek, is ths still the policy?
