Greetings and Solicitations from Richard!

My suggestion is to redo the submission but take a different approach on the
soliciting the 
response of the populace.  Put together two, mostly identical petitions, one for
positive and one for negatives.  The petitions should lay out the old and new
arms.  Take the petitions to events to get the names, signatures and membership
numbers.  If this kind of response is not acceptable to the college then take it
to the board.  

My suggestion to the Queen would be to use whatever arms she wants regardless of
the opinion of the Society Herald.  The preferences of the Queen of Atlantia
should not be affected by the unpredictable whims of a corporate officer.
