[MR] a good idea, or grossly out of period

right now the FCC is thinking of restarting the low
power community radio license. this would allow people
to run community radio stations with a service radius
of about 3- 3.5 miles. 

Pennsic Radio anyone? assuming it is limited to period
music (assuming we could find enough!) and general
announcements, with a provision for emergency
announcements, would it be a good thing? or would this
be a completely out of period waste of time?
