You quoted Atlantian law (which I have snipped) re: Patents and grants.
However, Atlantian law isn't the deciding factor here. It is Society
law, which is governed by the Laurel Office. And, that is something I
know rather well, being a former Laurel Sovereign of Arms.

If you look at Corpora, that will tell you that the Laurel office decides
that, and Laurel rulings give you the information that I gave re: patents,
etc.

There is a lot of things which are given by Corpora to the Laurel office.
For instance, it is the Laurel office which protects/regulates regalia,
such as white belts.
