[MR] stopgap marshal policy

Dear Atlantia:

Recently I posted an account of an incident at Golden Moon along with some
changes related to marshalling certain kinds of scenarios.  It has come to
my attention that some in the rapier community think that my directives
apply to them.  Let me say now that they do not.  The requirement that a
knight (who is also a warranted marshal) marshal small unit melee scenarios
involving timed competition or the collection of objects applies only to
armored (or so called "heavy") combat, and is not applicable to rapier
scenarios.

This scheme is only a temporary measure until the Earl Marshal can revise
marshallate policy to better deal with the aforementioned scenarios.  I
apologize for any confusion or worry my earlier letter may have caused.
