There is a Laurel precedent still in force, which *should* have been 
put into the CoA Admin Handbook, and still should be -- which very clearly 
states that arms for a Consort must also go through the petition process.
This may in fact have been put in place in conjunction with the return of 
our 1995 change to the Consort's arms. (The same change was eventually 
registered the following year.)
