As to the Lillies, fighting etc:  The Lillies War the incident occured was in 1997 (some three years prior to the letter). There was a Marshall watching the bout, it was a pickup between Aveloc and a friend of his after the days fight. It happens from time to time that people to head from the list to the Lake still in armor. It is literally one edge of the world there. 
They were far enough away from anyone else in the lake not to be a hazard. Aveloc dunked his opponent just as the KEM happened to be stopping by to chat with the martial who was watching them fight in the lake. Aveloc was removed from the site immediately and forever banned from ever again attending Lillies War.

Aveloc was king at the time the list of charges was presented. No one had apparently looked at everything at the same time. 

Also, if the whole world thinks your good friend is a jerk, aren't you more likely to think that they all just don't know them the way you do?

Apparently in Aveloc's Mind, the cannon was a "black-powder weapon" and the restriction was against fireworks...thereby not the same thing.

Yes he did, and I think this may have had more to do with the R&D than most others. He has shown, in the course of many actions, an absolute disregard for the reputation of the Society; in the public face, well beyond any lack of chivalry, honor, and social kindness within it.
