I can assure you that the BoD thought very long, and very hard on this
issue. I was present at the incident with the signal cannon. It not only
potentially endangered folks, but it endangered the site. While he claimed
to have set it off over a lake (read small pond), it was done after a direct
request from the autocrat and the citizen's arrest comment from the
constable. The area is a high desert and while it may look like an alpine
meadow that time of year, it will like as a match if anything flamable hits
it. Although he elected to risk the fine, he also risked the reputation of
SCA, the site and the populace. He made the choice and made it publically.
The SCA was slammed in the local newspapers for irresponsible behavior and
endangering the environment.
In my opinion, the chivalry did not take action because too many people
sympathize with one or two incidents of bad behavior. If this is a historic
effect, he would not have been observed by the chivalry at all times. It is
also my opinion that the chivalry prefers to have 'a talk' with a person and
leave it at that, rather than remove them from the order.
In my mind, the above incident is not enough to banish someone over.
However, if this behavior is consistent then I would be hard pressed to
allow this person near my children. To me, that is the gauge. A danger to
one could be a danger to all. If it is consistent, he may really be a
problem. I am not close enough to judge, but I know a lot of folks on the
BoD and they are very good people. I trust their wisdom.
