A Kingdom is a branch--a branch of SCA, Inc.

Actually the delegation clause is most commonly used to delegate the 
authority to grant some awards to the Prince and Princess of a Principality.

When I lived in the Principality of An Tir, the Prince and Princess could 
Award Arms and The Leaf of Merit and Rose Leaf (both armigerous West Kingdom 
awards) at their descretion, provided they first obtained the agreement of 
the King and Queen of the West (usually a formality).

My AoA is from Prince Scellanus and Princess Malen of Catcott.

The Crown can also delegate anyone to present an award on Their behalf, 
usually on a case by case basis.  This is done often in Atlantia, usually 
with the Crown directing Their Heirs to give certain awards at a Coronet 
Progress event where the Crown cannot be present.

However, the Crown can, if They so wish, direct anyone else to give an 
award.  This isn't often done.  For example, if a person was leaving the 
Kingdom, and the Crown couldn't make an event in their area, They could 
direct the local Baronial Coronet or local Seneschal to bestow the award in 
Their place.  If supported in Kingdom law.

Though in practice, what I've seen done in Atlantia is the Crown bestows the 
award in a Court the person is not at, then delegates that the medallion or 
scroll be read and presented by the local Baronial Coronet or Seneschal at a 
local event the person is at.
