I hate to disagree... no, wait a min, that's not quite true.  :)

You correctly point out that a Kingdom is a Branch of the SCA, but the 
Corpora paragraph I've cited specifically speaks about the "Baronage of that 
banch".  Since there are no Baron/esses presiding OVER a Kingdom, the branch 
that Corpora speak about in the paragraph I have cited cannot be a Kingdom.

Here's the citation again:  VIII.B.5: 5. Only royalty and territorial Barons 
and Baronesses may bestow awards. If an award is established for a specific 
branch, only royalty or the Baronage of that branch may bestow the award, 
unless the power is specifically delegated in a manner consistent with 
Corpora and kingdom law and custom.

A Kingdom is a branch--a branch of SCA, Inc.
