I think you're misreading. A more correct reading would be "Only royalty of
that branch or Baronage of that branch."
It says "If an award is established for a specific branch, **only royalty**
or the Baronage of that branch may bestow the award...."
**emphasis mine**
Royalty of a Kingdom branch.
Baronage of a Baronial branch.
Every weekend in Principalities with a reigning Prince and Princess, royalty
gives awards as delegated in Kingdom law and Corpora.
In other words, the Branch of the Kingdom of the West has established the
"Leaf of Merit" as an award. Only the royalty of that branch (King and
Queen) may bestow the award. Unless the power is specifically delegated to
someone else. And in West Kingdom Law, that power is specifically delegated
to the Prince and Princess of the Mists, Cynagua, Lochac and Oertha (and
once upon a time to An Tir and Caid).
Just as the Kingdom of the East once specifically delegated to the Prince
and Princess of Atlantia the power to bestow East Kingdom awards such as the
Award of Arms.
