Actually, you have no idea if this is true. Dolphins and Pearls are
made by their Majesties, after polling the Order. Not every candidate
which receives a positive polling is inducted, and not every candidate
which is inducted receives a positive polling.

I don't think any Kingdom calls it "voting". This isn't a democracy.
