When I first heard discussion of new orders, my thought was exactly this.
 If you want to reward people who are already in the Orders of Merit but
who for some reason have not yet become Peers and for some reason might
never become Peers how do you do it?  

While Vard has put some work into his conclusions and I agree with most
of his points, he doesn't solve the problem that started this whole discussion
in the first place.  The question becomes do we want to create new awards
to solve the situation?  Should there be an award system for these in between
gentles.  That brings up the question, what if you already have a Peerage?
 Is there a need for awards to recognize those gentles who have continued
to excel long after they have recieved their Laurel/Pelican/Knighthood?
 Funny when I started this email I was thinking yes we should think about
fixing this issue, but on more thought I agree with Duke Logan.  Sooner
or later the reward is the work done, the knowledge gained, the beauty of
your art or the appreciation of your friends/kingdom.  Eventually the truly
gifted with skill/vision/time/desire to achive such heights will top out
of any award system but personal satisfaction with their accomplishments.
